INNOVATION BY COOPERATION

Konya Teknokent (Selcuk University Technology Development Zone) is a technopark founded in accordance with law no 4691 under the title of Selcuk University Technology Development Zone that offers technopark services at international standards to technology companies that conduct R&D activities preferably in hi-tech fields.

 

Founded in late 2004, Konya Teknokent is one of the fastest developing technoparks in Turkey  with its more than 100 tenant companies. Konya Teknokent is one of the five technoparks in Turkey that are full members of IASP, International Association of Science Parks located in Spain.

 

Making use of  Selcuk University’s well educated and highly qualified graduates , Konya Teknokent  became one of the fastest growing technoparks in Turkey.

 

Konya Teknokent provides offices for rental to technology comopanies. Open area is also provided upon demand of companies which prefer to construct their own buildings.

 

Facilities at Selçuk University Campus and Konya Teknokent Campus such as seminar and meeting rooms, conference halls, restaurants, cafe, fitness center, shopping center, library, bank offices, ATM’s, post office, 5-star hotel, fitness center, sports facilities, swimming pool  etc. are available to tenants of Konya Teknokent. Laboratories of Selcuk University are accessable with reasonable prices to Konya Teknokent tenants.

 

There are more than 100 tenant companies in Konya Teknokent. Tenants are  from all over Turkey and some from abroad.  20 % of tenant companies are established by academicians.

 

R&D staff and exchange academics and researchers from forgein companies , organizations and institutes are allowed to join and work tax-free according to Technology Development Zones law.

Construction of buildings in TDZ-1  area has started in 2006. Saphire Panorama Building is under operation. TDZ-1  area is

 Objectives of Konya Teknokent      

The aim of Technology Development Zones (Technoparks) is defined as:  “Through the cooperation of universities, research institutions and the production sectors, is to create technological information in order to give the industry of the nation a structure fit for international competition and exportation, to introduce innovations in products and production methods, to raise the quality or standard of products, to increase productivity, to decrease the costs of production, to commercialize technological knowledge, to support production and entrepreneurship, to enable small and medium-sized enterprises to adopt to new and advanced technologies, to create opportunities of investment in technology intensive areas by taking into account the decisions of Science and Technology Higher Council, to create job opportunities for researchers and qualified persons, to help the transfer of technology and to provide the technological infrastructure which will quicken the entry of the foreign capital which, in turn, will provide high/advanced technology. Technoparks are professionally operated organizations that encourage and facilitate circulation of knowledge and technology among universities, research centers, companies and markets with a view to improving competition and innovation in information-based institutions and companies in the locality where they were founded, in the region, and as a whole in the country. Technoparks support the establishment and development of companies based on innovation, offer high quality office spaces and support services to the tenant companies. The companies that conduct R&D activities at technoparks may be the R&D units of industry and service companies, as well as spin-offs  established by industry and service companies and academic staff, information-technology based companies and start-ups  focused on R&D and information technology.“  in the law of Technology Development Zones Law (Law no 4691).

 

Scientific researches conducted at our universities appear in respectable journals recognized by international indexes, and fill library shelves but provide little added value to the industry and service sectors. This is a massive loss of resources. Technoparks are vital institutions by virtue of their support in helping universities and industry carry out joint R&D work, converting the scientific work generated at universities into technology, commercializing such work by the production and service sectors through transformation into products and technologies, and thus providing substantial added value to the national economy.  Therefore, technoparks will act as an important means for promoting and supporting  manufacturing of advanced technology products with high added value.

 

 Target Fields of Interest

Konya province,  ranks first with respect to its contribution to agricultural production of Turkey . The industrial activities in Konya, unlike many other provinces in Turkey, are not concentrated on a certain field, but rather engaged in diverse fields. There are a multitude of companies in Konya that deal in food industry, machinery building industry, machine tools industry, automotive spare parts, metal casting, chemicals, woodworking, packaging, construction materials, textile, footwear  industries and many other industrial fields. Considering this situation, priority is given at Selcuk University Technology Development Zone to organizations that wish to conduct R&D activities in the fields of Information Technology, Agro-Technolgy, Biotechnology, Electronics and Mechatronics, Defense Industry, Automotive and Machine Building Industry, Environment and Energy Industries, Advanced Materials, and processing technologies.

 

In Technology Development Zones established so far in Turkey , R&D companies are mainly in Information Technology field.  Emphasized Fields of Technology at Konya Teknokent are:

Incentives available to enterprises located within TDZ’s

 -100% Income Tax and Corporate Tax exemption exclusively on revenues obtained from R&D activities carried out within TDZ’s.

-100% VAT exemption for software companies located in TDZ’s.  

-Ease of employing academicians, government officials and student

-Ease of employing foreign researchers

-100% income tax exemption on revenues of  R&D personnel employed in TDZ’s.

-Donations and financial aids made to companies at TDZ are subject to tax exemption on the basis of rates and principles specified in Income Tax Law and Corporate Tax Law

-50 %  of the Social Security Premium to be paid by the employer are paid by Ministry of Finance for 5 years for R&D staff working within TDZ’s.

 

Incentives available to academicians employed within TDZ’s  

-Academicians are allowed to establish spin-off companies at TDZ’s

- Academicians may be assigned to administrative positions at or become partners of  technology companies operating within TDZ’s

-The revenues obtained by academic staff through R&D activities within TDZ’s are not sent to the University’s Revolving Fund; they are paid directly to the academicians

- 100% income tax exemption on the revenues obtained by academic staff through R&D activities within TDZ’s

-Academic staff members can spend their sabbatical at TDZ’s

-Academic staff members can be employed on part-time and full-time basis in R&D companies at TDZ in accordance with articles 38 and 39 of Universities Law No 2547.

 

 Admittance to Konya Teknokent                                                            

Admittance to Konya Teknokent is evaluated on the basis of R&D projects. Service or manufacturing companies apply for admittance by filling and submitting an application form. Application forms contain information about the company and the R&D projects to be carried out in Konya Teknokent. An evaluation committee makes an evaluation regarding whether the project is an R&D project according to related OECD ciriteria , its potential to contribute to the economy and the ability of the company to implement the R&D project. Organizations found eligible to operate at Konya Teknokent are provided office and workshop spaces as demanded. The companies admitted to Teknokent sign a rental contract with the managing company and then begin their R&D activities. Open area is also provided in Konya Teknokent upon demand of companies which prefer to construct their own buildings.

 

 Incubators in Konya Teknokent

Small & Medium Enterprises Development Organization under the  Ministry of Industry and Trade is operating an incubator called “Selcuk TEKMER” in Konya Teknokent. Selcuk TEKMER is providing support to start-ups  and SME’s in order to foster enterpreunership and promote hi-tech production.

 

Selcuk University, is one of the leading universities in Turkey with about 85.000 students and 4000 faculty members . Selcuk University’s output of highly qualified persons is about 12.000 graduates, yearly. Most of the graduates speak at least one foreign language.  Konya Teknokent is running a pre-incubator in order to encourage students and graduates of Selçuk University to establish their own start-ups in hi-tech fields.  Konya Teknokent pre-incubator is providing trainings and motivating and coaching the students and graduates of Selçuk University on enterpreunership.

Still, the companies at Teknokent enjoy many different advantages. Technoparks are windows opening to the world in respect of technology. Companies at Technoparks see what other companies at technoparks do and thus watch closely the new trends and developments in regard to technological developments, collaborate with other companies that engage in similar activities, start new initiatives.  Konya Teknokent is starting regional and technological projects using its own sources as well as State Planning Department (DPT) and EU grant programs. Konya Teknokent will give consultancy to tenant companies in order to receive R&D supports from institutions such as TÜBÝTAK-TEYDEB, SAN-TEZ, Turkish Technology Development Foundation-TTGV, KOSGEB etc..
